Implements nomination ensembles using SCOBDA rules.

Nomination ensembles are created on the admin side. Each school is allowed a specified number of nominations for each ensemble and the ensemble has a target size. Nominations will be accepted in rank order equally from each school, stopping either just before or just after the target ensemble size is reached.
